Plan Timeline

Below is the current plan timeline, setting out what we have done to date, and what is still to do...


Getting Started:

  • March 2021: Application opened to join the Forum for residents and ward Councillors
  • July 2021:  Form the Neighbourhood Plan Forum and holds first Forum meeting
  • August 2021:  Regulation 5 and 6 Neighbourhood Plan Designation Area Application submitted
  • November 2021: Regulation 7 Neighbourhood Plan Designation Area Application approved by Brighton & Hove City Council
  • December 2021: Regulation 7 Neighbourhood Plan Designation Area Application approved by South Downs National Park Authority
  • February 2022: Second Open Forum Meeting to discuss issues in the Plan Area
  • April 2022: Secure grant funding and consultation support


Building the Evidence Base:

  • Q4 2021 - Q4 2022:  Consult with the community, identify local issues, and establish a vision for the plan and its objectives
  • Q1 2023 - Q2 2023: Prepare evidence on local issues
  • Q4 2023:  Draft Neighbourhood Plan Prepared
  • Q1 2024:  Establish whether a Strategic Environmental Assessment or Habitats Regulation Assessment are required. Scoping Request to Brighton & Hove City Council.
  • Q1 2024:  Prepare accompanying documents including: Consultation Statement, Sustainability Appraisal / Strategic Environmental Assessment (if required)
  • Q1 2024:  Update draft plan if required following the outcomes of the Strategic Environmental Assessment (if required)
  • Q2 2024:  Publicise Neighbourhood Plan and other Reg. 14 Consultation Documents. Forum to approve plan for consultation.


Reg. 14 & Moving to Submission:

  • Q2 2024:  Reg. 14 Consultation period 
  • Q3 2024:  Consider responses to Reg. 14 Consultation 
  • Q3 2024:  Make amendments to neighbourhood plan and other documents (including Consultation Statement) as required following Reg. 14 Consultation
  • Q3 2024:  Prepare Basic Conditions Statement
  • Q4 2024:  Publish Reg. 15 (Submission) plan and associated documents 
  • Q4 2024:  Forum approve submission of neighbourhood plan 
  • Q4 2024:  Submit plan and associated documents required by Reg. 15 (Submission) to the Local Planning Authority 


Independent Examination:

  • Q2 2025:  Local Planning Authority to appoint examiner 
  • Q3 2025:  Reg. 16 Consultation (minimum 6 weeks and led by the Local Planning Authority)
  • Q3 2025: Examination
  • Q3 2025:  Examiners report published 
  • Q3 2025:  Meetings/discussions with Local Planning Authority on the suggested recommendations and modifications to the plan (if any) within the examiner’s report and next steps


Referendum:

  • Q3 2025:  Publication of pre-Referendum information and documents 
  • Q4 2025: Referendum
  • Q4 2025: Publication of Referendum decision
  • Q4 2025: Neighbourhood plan is 'made'

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth in their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. Neighbourhood planning provides a powerful set of tools for local people to ensure that they get the right types of development for their community where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area.


Once 'made' the Neighbourhood Plan would form part of Brighton & Hove City Council's development plan and the policies within would be used in the determination of planning applications in the Neighbourhood Plan Area.


 If made, the policies in the Neighbourhood Plan will influence development nearby, protecting some important local green space, biodiversity and green infrastructure from the adverse impacts of development. 


The Plan is being prepared by a group of volunteers know as the Coldean Neighbourhood Planning Forum. There will also be valuable input from the community of Coldean through various consultations and engagement at different stages of the preparation of the Plan.  


So far through consultation with the community, we have identified that the following are key issues in Coldean:


  • Natural Environment
  • Houses in Multiple Occupation (HMOs)
  • Traffic & Parking
  • Open Spaces
  • Design


The Forum are focussing on these issues, and building an evidence base to determine how the Plan will tackle them.
