UPDATE - 18th March 2026 - Changes to Neighbourhood Planning regulations - your opportunity to comment on the compliance of the Coldean Neighbourhood Plan
A formal examination of the draft Coldean Neighbourhood Plan started at the beginning of March 2026. It is being carried out by an experienced Independent Examiner, Mr Derek Stebbing, who has been appointed by Brighton & Hove City Council, as part of the Neighbourhood Planning process.
On 16th March 2026, the Examiner wrote to the Council, the Coldean Neighbourhood Forum and the South Downs National Park Authority noting that changes to national planning regulations will come into force on 25 March 2026. Because of this, neighbourhood plans now must meet new legal requirements.
The Examiner is asking for comments on whether the Coldean Neighbourhood Plan meets the new legal requirements, in particular:
{The Forum Committee believes that the draft Coldean Neighbourhood Plan does meet these new requirements}.
The Examiner is also asking for views on a change to one of the Basic Conditions that neighbourhood plans should meet. This is about whether making the neighbourhood plan would lead to less housing being provided in the city than would otherwise be the case.
(The Forum Committee also believes that the draft Coldean Neighbourhood Plan does comply with this new condition)
If you would like to comment, please focus only on whether the Plan meets these new legal requirements. Please do not repeat comments you may have made earlier in the Regulation 16 Consultation and please do not raise new issues that are not related to these changes.
Comments can be sent between 9am on Wednesday 18 March and 11:59pm on Wednesday 1 April 2026. All comments will be passed on to the Examiner.

The Coldean Neighbourhood Forum has formally submitted its draft Neighbourhood Plan to Brighton & Hove City Council for examination. In accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended), the draft plan and associated documents are now available for public consultation for a period of six weeks, from 23 October to 4 December 2025. This represents the final opportunity for residents and stakeholders to provide comments on the content of the plan.
How to Participate
All consultation documents are available for review, and comments may be submitted via the council’s Your Voice consultation website. A Word version of the survey form can be requested by emailingneighbourhoodplanning@brighton-hove.gov.uk.

Our Regulation 14 Community Consultation on the draft Coldean Neighbourhood Plan was successfully launched on 18th June 2024 and closed on the 30th of July 2024

(b) To preserve and encourage a variety of wildlife habitats in those areas.
(c) To encourage families to live in Coldean by reducing the number of HMOs.
(d) To improve the appearance of Coldean and thereby increase community identity.
(e) To work with other agencies to reduce crime and other anti-social behaviour.
(f) To encourage retail diversity by improving the appearance of Coldean.
(g) To increase accessibility to Green Open Spaces by traffic management and improve access to green
spaces.
(h) To promote sustainable development that helps Coldean to respond to the impacts of water scarcity, flooding, and climate change into the future. (Added December 2024)
